It’s been one year since #Proposition36 passed in California. Voters wanted more mental health support, diversion and resources. What they got instead: more arrests, more jail time, bigger punishments for relapse. Here’s what LA County Public Defender, @rdg_lapubdef , has to say:
“In L.A. County alone, more than 3,000 charges have been filed under Prop 36 — yet so many of the people we serve are still waiting for the treatment they were promised. The failure isn’t theirs; it’s ours as a system. Prop 36 held out hope for care and recovery but delivered little more than words. There are no guaranteed beds, no stable funding, no consistent coordination with providers. What people do find instead are new arrests, more jail time, and punishment for relapse. That isn’t reform. It’s abandonment dressed up as progress.”

Since its September 2023 launch, COC has served over 1,000 individuals, resolved hundreds of infractions, and received national recognition.
We are also honored be part of two other PQA award winning programs: Saving Lives with Safety Locks and Silver Eagle Award Winner JCOD’s LA County Training Center.
